Install scope depends on installer type. MSI installs system-wide by default. EXE installs per-user profile.
MSI is system-wide, EXE is per-user
The All-User MSI installer installs system-wide for all users on the device and requires administrator permissions, depending on deployment method and device policy. The per-user EXE installer installs to a single user profile and does not require admin rights.
Changing install scope
To force a system-wide install where it isn't already the default, use a deployment tool (Intune, GPO) or the applicable command-line install parameters. Exact syntax varies by deployment tool.
Admin rights required?
Single-user install: no admin rights required. Mass deployment / system-wide install: admin rights are required, depending on deployment method and device policy.
